ABS was initially standard for 1998 and later became optional in 2001. The 1999 Grand Marquis retained the 4.6 liter Modular V8 and four speed 4R70W of the 1995 to 1997 cars, with the 200 horsepower single exhaust V8, and the interior was mostly carried over from the 1995 update, with a two spoke steering wheel in place of the four spoke design. Competition was now the Crown Victoria. It was built at the St. Thomas Assembly Plant in Southwold, Ontario, beside the Ford Crown Victoria.
