By 2022 the Cullinan was in its fifth year, with a stereo camera integrated into the front windscreen that scans the road ahead and adjusts the suspension, a system Rolls-Royce called The Flagbearer, which works at speeds of up to 100 km/h. Like the Phantom VIII, it used a four wheel steering system to improve both low speed manoeuvrability and stability at higher speed. Rolls-Royce built it at its Goodwood plant in England.
