A change in the share of trips or freight tonnage carried by a given mode of transport, most often used in transport policy to describe a deliberate effort to move trips from private car to rail, bus or cycling, or to move freight from truck to rail or water, generally pursued to cut congestion, emissions or infrastructure wear.
