The Continental Cowley was shown to the press in April 1915 but not generally available until late summer that year, just when the government suddenly imposed the McKenna duties, a tax of 33 percent on imported luxury goods. Demand for the Cowleys seemed to ignore the price rises. It was a larger engined, longer and better equipped car than the first Oxford, and its engine and many components came from the United States.
