The E65 was introduced at the Frankfurt Auto Show in September 2001 and launched in Germany in November, after a development programme begun in early 1996. Its design by Adrian van Hooydonk was approved in 1998 and the production specification frozen in January 1999. The Dingolfing plant was retooled at a cost of about 500 million euros to produce the new generation of the 7 Series. The new 7 Series replaced the E38.
