The GE U28C is a six-axle locomotive that General Electric developed from the U25C with a small power increase of 300 horsepower. GE began offering the 2,800 horsepower U28C in early 1966, partly in answer to the horsepower race with Alco and EMD. Early Phase I units used the 64 foot 4 inch frame of the U25C, and from May 1966 a longer 67 foot 3 inch frame was used for the Phase II units built for Louisville and Nashville, Pennsylvania, Southern Pacific and Union Pacific. GE produced 71 U28Cs, not counting ten U28CG passenger variants built for the Santa Fe. Ex-Union Pacific number 2804 is preserved at the National Museum of Transportation in St. Louis with its rear cut away to show the machinery.
